This ratio has a very hard time trying to go up. It seems that it's eventually going to test the purple line. What happened last week or two look like a dead cat bounce.

This one is confusing me a bit, if dead cat bounce here, what would then see a dramatic fall, the SPY, VXX, etc? Thank you.
