Price & Indicator must both break out
CELG is about to break resistance. In order to have higher probability of a win trade, the resistance also has to be broken.
However, as the price is moving higher, RSI is in general moving lower.., i am skew towards shorting once there is a break out
Note: not forgetting CELG is in major uptrend
