ETH Bulls trying for 4 hour higher low

After a market dump timed right with Metropolis, in what looked like a sell the news reaction, the bulls hit a low with 15 min RSI signaling the temporary bottom.
From there the 15 min chart broke the lower high, lower low pattern and bulls saw a solid bounce that is resulting in a potential higher low on the 4 hour.
The 15 min chart losing the higher low pattern will be an indication of bulls tiring on the bounce and the bears taking back over.
