1. Traders who are already short. Protective stops resting above high
2. If price retraces to these levels likely Breakout traders buy to run prices
higher
3. Good level for resistance. More sellers sell to move price lower
4. If price continues to move higher. Swing/long term traders buy to move prices
higher
5. If prices fails false break more sellers sell to push prices lower
