Lo and behold, this is the Zero_n0ncense RSI Filter. This filter is designed to be plugged in as a regular RSI(14), but it provides buy and sell signals as well.
There isn't much more to this indicator than that. If extra documentation is requested by the community, I'll be more than happy to provide such.
