Bitcoin: Will Do Bitcoin Things

Does anyone believe it is possible for Bitcoin to make a new all time high by November 2023?

It would be so weird for Bitcoin to make new all time highs before the halving what would that be a new structure? Would it still be considered diminishing returns? Maybe consistent ones?
