DOW Jones RSI & ATR Short Play

If you look at the DJI historically on a 1 day chart and compare RSI and ATR in previous short plays, the RSI was at the upper range and ATR was near the lower range as shown here.

I've also noticed this trend on the S&P 500 and NASDAQ.

Let me know your thoughts on this or if you have alternative opinions.
